SOLUDO, OTTI AND PROSPECTS FOR TRUE NATIONAL INTEGRATION

By Tunde Olusunle

Nigeria’s South East geopolitical zone has courted global notoriety for the multipronged crimes and criminality which has festered over the years. In several public engagements, I’ve had reason to comment on this lingering malaise which never seems to abate. First I wrote “Gunsmoke from the East,” published in *The Guardian* of August 9, 2021. I equally engaged the subject in “Unknown Gunmen, November 6 and the Epidemic of Bloodletting,” which appeared in *The Cable* of October 6, 2021. The needless hemorrhaging of precious, oftentimes innocent, definitively irreplaceable lives in the mould of day-to-day Nigerians, technocrats, businessmen, security personnel, cannot be more discomforting. “Travel advisories” emanating from the diplomatic outposts of several countries with nationals in Nigeria, typically classify the South East as a “no-go zone.” Reports from a few friends who spent the last yuletide in their eastern homeland, however, allude to a measure of sanity in the region within the season. Kidnappings were scantily recorded, killings barely reported. Let’s see how the minimisation of blood flow within the season, is sustained for our collective good.

As tribute to the innovations they were bringing to bear on governance and administration in their respective addresses, I had reason to salute governors Alex Otti of Abia, Chukwuma Soludo of Anambra and Mohammed Bago of Niger State in an overview I did last year. The piece was titled “Plaudits for Otti, Soludo and Bago,” and published in *Thisday* of May 24, 2024. I acknowledged Otti’s frugality and clear-headed focus on multisectoral development, as against the dour, colourless stint of Okezie Ikpeazu his predecessor. Soludo won me over for his determination to encourage and further deepen the development of homegrown competencies and products, while prosecuting an infrastructural makeover of Anambra State. Bago’s recourse to the conscientious development of agriculture in his infinitely blessed state, for local sufficiency and the economic sustenance of his constituents, remains remarkable. Soludo and Otti are in the news again playing the roles of pan-Nigerian statesmen and helping to paper up the cracks of the edifice of our togetherness as a nation. The percentage parochialism which Nigeria witnessed during the ruinous eight years of Muhammadu Buhari at the helm of national politics and governance, was only comparable to the divisive rhetoric of Nigeria’s pre-civil war era. Buhari exhumed the fossils of our latent ethno-religious fault lines, intentionally imposing a *Fulani* hegemony on Nigeria to the consternation of the mass of his Nigerian constituents. He said in the early days of his administration, that sections of the country which gave him five percent of their votes, would reap similar measures in political appointments and project appropriation. Buhari made good his threat to a large extent.

He punitively appointed *Igbos* to marginal ministries like Labour and Employment, as well as Science and Technology! Early last year, Soludo appointed Joachim Achor and Adebayo Ojeyinka as Permanent Secretaries in the Civil Service of Anambra State. Achor is from Abia State, while Ojeyinka hails from Osun State. Ojeyinka by the way was engaged in the Anambra bureaucracy by the third republic governor of the state, Chukwuemeka Ezeife. *Okwadike* as Ezeife was famously adulated, led the state between January 1992 and November 1993. Ojeyinka grew through the ranks in the Anambra system, logging over three decades before his elevation last year. The process which produced him was merit-based. It included a computer-based examination, an engaging search process including security verification, and a one-on-one interaction with the governor. Southwards from Awka, the Anambra State capital, Alex Otti of Abia State last week appointed Benson Ojeikere as the new Head of Service of the Abia State Civil Service. A little over 30 years ago, Ojeikere underwent the National Youth Service Corps, (NYSC) in Abia State. He emerged the best participant in the mandatory one-year exercise and was granted automatic employment by the incumbent regime at the time. It is a measure of his qualities and the implicit confidence reposed in him by successive administrations in Abia State, that Ojeikere’s brief before his recent elevation was that of Permanent Secretary in Government House, Umuahia. At Ojeikere’s inauguration, governor Otti re-echoed the sentiments of Soludo, his counterpart in Anambra State. He spoke of the imperative to “build a system where meritocracy triumphs over mediocrity, where the best and brightest can rise to the top, regardless of their ethnic backgrounds.” This same pan-Nigerian vision, has successively informed the broad-arms embrace of Nigerians from all over into the scheme of governance in Lagos State, for example, over the years. Lai Mohammed, (Information Minister under the Buhari regime) from Kwara, and Rauf Aregbesola, (former Governor of Osun State and immediate past Minister for Interior), from Osun, savoured national political limelight under the Bola Tinubu governorship in Lagos, between 1999 and 2007. Dele Alake, (incumbent Minister for Solid Minerals); Opeyemi Bamidele, (Leader of the Senate), both from Ekiti, and Biodun Faleke, (a ranking member of the House of Representatives) who is primarily from Kogi State, are all alumni of the Tinubu “Lagos School.” Indeed, between Tinubu’s addresses as Governor of Lagos State and National Leader of the All Progressives Congress, (APC), his media advisers, Segun Ayobolu, Sunday Dare and Tunde Rahman, hail from Kogi, Oyo and Osun states. If the sociocultural backgrounds of the above listed is unanimously Yoruba, if they bear etymological consangiunity with Lagos State, how about Ben Akabueze, who was commissioner for budget and economic planning under Tinubu in 2007 and thereafter Director-General of the Budget Office under Buhari? How about Joe Igbokwe, a serving Special Adviser to Governor Babajide Sanwo-Olu of Lagos? As Governor of Edo State, Adams Oshiomhole took along with him from the labour movement, Olaitan Oyerinde who served as his Principal Secretary. Sadl, Oyerinde was assassinated in May 2012, a matter which remains unresolved like most other murder cases in our country. All through his years as Governor of Bayelsa State, Henry Seriake Dickson had with him Francis Otah Agbo from *Idomaland* in Benue State, as one of his closest aides and confidants. Dickson indeed supported Agbo to vie for a seat in the House of Representatives which he won. Between 1999 and 2007, Sheddy Ozoene from Enugu State was Chief Press Secretary to the Governor of Delta State, James Ibori. Back in 2003, Festus Adebayo from Ondo State, was Special Assistant, (Public Policy Analysis) to the Enugu State Governor at the time, Chimaroke Nnamani.

As governor of Kaduna State, Nasir El Rufai had Adebisi Lawal, from Ogun State and Muyiwa Adekeye, from Kwara State as his advisers on Investment, and Media, respectively. Fausat Adebola Ibikunle, also from the Yoruba country was his Commissioner for Housing and Urban Development. Veteran journalist Bala Dan-Abu from Kogi State was spokesperson for the immediate past governor of Taraba State, Darius Ishaku. The foregoing discourse is apposite because it attests to the feasibility and sustainability of authentic integration in our socioculturally divergent polity, if intentionally prosecuted.Except deployed for political mischief, except triggered by hard-line extremists, ethnicity and religion are barely divisive elements in our coexistence as a people. This reminds of a section of the lyrics of the song *Me and You No Be Enemy,* with the refrain “We Suppose to Be Family,” by *Lagbaja,* a post-Fela Anikulapo-Kuti Afrobeats legend. The song was released over two decades ago. Lagbaja’s treatise contends that if the colour of our tongues is the sole measure of our individual origins and backgrounds, humans from all over the world could all have evolved from the same biological roots! *All tongues are red,* Lagbaja reaffirms, while asking rhetorically what the distinguishing features would be, between a Nigerian and a Ghanaian; an Indian and a Pakistani; an English man and an American, if they stood in a file line.By acknowledging and rewarding competence and merit as against sectionalism and parochialism in statecraft, Soludo and Otti have proven to us that we can together build a genuinely egalitarian country. We can draw from the diverse pool of human resource abundance available to us as a country to propel this country to greater heights at every level. Six Nigerians: Azeez Butali, Ijeoma Opara, Oluwatomi Akindele, Eno Ebong, Oluwasanmi Koyejo and Abidemi Ajiboye, medics, engineers and professors, were recently honoured by outgoing American President, Joe Biden. They received the *Presidential Early Career Award for Scientists and Engineers,* (PECASE).

Their country of primary origin was not a parameter for measuring their intellectual and professional competencies, even as Biden’s successor, Donald Trump, once caustically categorised Nigeria as a *shit hole country.* The colours of the skins and eyes of the Nigerians so acknowledged by Biden didn’t matter. The quality and value with they continue to avail to humanity was uppermost. Food for thought for leaders intent on imprinting landmarks on the aisles of time.

Dislodged Drug Peddlers In Gowon Estate: Police Auctioneer, Landlords Extol CP Ishola

By Ebinum Samuel

The commissioner of police for Lagos state, Olarewaju Adewale Ishola, has been commended for taking the bull by the horn to chased out drug peddlers in Gowon Estate near Egbeda .
Describing the action of the CP as “uncommon, unique and unprecedented, the president of Lagos state Police Auctioneers Association, Chief Godwin Odunwa, disclosed that for close to one and half decades, drug peddlers on 31 Road axis of Gowon Estate had not only turned the area and the neighborhoods to criminalsl hideout with the sales of hard drugs in these places unchecked by security agencies, but became a threat to passersby, residents and landlords.

“These drug peddlers became law unto themselves for a very long time in the area. They operated an open market where drug dealers from other parts of the country such as Kano, Ibadan Ilorin, Benin-city and other places come to patronise them in illicit business” said Odunwa.
The Auctioneer revealed that a good number of the drug peddlers chased out of Gowon Estate by police operatives migrated from the popular oju-ina area of Lagos Island.
“When the administration of Governor Babatunde Fashola descended on drug peddlers some years back, most of the peddlers moved to new abodes such as Agege, Ikeja, Mile12, Okokomaiko, Ikorodu and Gowon Estate” said Odunwa.

Echoing Odunwa a landlord on Blessed Jah street, who simply gave his name as Joel told Newstower. ng that for over 10 years, landlords with their tenants had sleepless nights over the activities of the drug peddlers.
He disclosed that whenever they were arrested, their leader who he claimed is very wealthy will ‘settle’ security agents who made the arrest.
“We thank God for using a good police chief
to come to our aid here in Gowon Estate” Joel said.
Another landlord who pleaded anonymity said that the dislodged criminals hardly spend two hours with security agents before bouncing back to business in the past.
Joel, while hailing the police under CP Ishola called on the police chief to invade notorious spot in Kokumo street , Alimosho. He said the presence of bad boys there pose a grave threat to law abiding citizens.

Also showering encomiums on Isholaand his men, a resident of WaleOmoOsho street, James Adeyemi told this reporter that he’s not surprised about the action of the police under Ishola, who he said is a tested and proactive officer when he was the DPO in charge of Gowon police station some 15 years back

Marwa seeks more NASS support, defends N67.5B 2025 NDLEA budget .Senate, House committees commend Agency’s performance, assure of adequate support

By Ebinum Samuel

Chairman/Chief Executive Officer of the National Drug Law Enforcement Agency, NDLEA, Brig Gen Mohamed Buba Marwa (Rtd) has expressed appreciation to the National Assembly especially the Senate and House Committees on Narcotic Drugs for their commitment to the nation’s fight against substance abuse and illicit drug trafficking while he appealed for their continued support to enhance the capacity and capability of the Agency to deliver on its mandate. Marwa made the appeal on Monday 13th and Tuesday 14th January when he led his management team to defend the 2025 budget proposal of the Agency before the House Committee on Narcotic Drugs and Senate Committee on Drugs and Narcotics respectively.

He equally thanked President Bola Ahmed Tinubu for his unrelenting encouragement to the NDLEA. “I wish to first appreciate the honorable chairman, the deputy chairman, and distinguished members of this esteemed committee for your invaluable and consistent support throughout the 2024 fiscal year. This committee, under its able and dynamic chairman, has demonstrated remarkable courage and commitment towards the war against drug abuse. In particular, your effort towards the amendment of the NDLE Act is also highly appreciated. And I respectfully ask your good offices to continue to assist in our area of critical needs during the appropriation process.

Our commands across the federation are contending with significant challenges, particularly lack of accommodation. “I cannot overstate this matter because it all comes to my desk when you get these reports of attacks on our officers and so on and so forth, killing personnel and their families. So, we know that we trust that this esteemed committee will do its best. And we know that there are compelling demands from other MDAs, but the barracks project is critical to the operational efficiency and success of NDLEA. “I must not forget to seize this opportunity to also appreciate President Bola Tinubu for his continuing support and encouragement to the agency. I also wish to reaffirm the agency’s unwavering commitment to working collaboratively with the National Assembly, in particular this esteemed committee, to advance our shared vision of a drug-free Nigeria. With your support, we are confident in our ability to enhance our operations and fulfill our mandate of safeguarding the security of our nation”, Marwa stated in his remarks while pleading for budgetary provision for the ongoing barracks accommodation for the personnel of the agency to enhance their security, dedication and performance.

In the budget proposal for 2025 fiscal year, the agency was allocated Sixty-Seven Billion Five Hundred and Twelve Million Five Hundred and Sixty-Four Thousand Sixty-Three Naira Eighty Kobo (N67, 512, 564, 063.80), with recurrent personnel cost taking N47, 159,240, 496.80; recurrent overhead N3, 384,332, 017.00 and capital expenditure N16, 968, 991, 550.00. He explained that the recurrent personnel cost reflects the nominal roll of the agency’s staff strength totaling over 14,038 officers, men and women, while the recurrent overhead cost covers the operational expenses of intelligence gathering, arrests, seizures, investigations and prosecutions. The NDLEA boss called for the enhancement of the N16 billion provided for capital expenditure, which has zero allocation for the ongoing barracks project component to enable the agency continue with the provision of secure accommodation for its workforce across the country. Justifying his plea, Marwa said “the agency faces growing challenges, including sophisticated drug cartels, drug abuse and inadequate critical infrastructure.

To address these issues, NDLEA has embarked on reforms, including constructing barracks to accommodate its personnel, improve operational integrity and ensure security. Currently, many commands operate from rented facilities, which are inadequate for effective administration. Proper accommodation will enhance staff morale, ensure security, and strengthen the agency’s capacity to execute its mandate” In his remarks, House Committee Chairman on Narcotic Drugs, Hon Abass Adigun assured of their commitment to adequate funding to enhance NDLEA’s operational successes. “This committee recognizes the critical role the NDLEA plays in safeguarding our communities from the scourge of narcotics and illicit substances. As we engage in today’s deliberations, we remain committed to ensuring that public funds are allocated efficiently, with a focus on measurable outcomes, transparency, and accountability. I urge all participants to contribute thoughtfully as we work together to ensure the NDLEA is well-resourced to fulfill its vital mandate in the new year”, the lawmaker stated.

Speaking in the same vein on Tuesday 14th January 2025, Senate Committee chairman on Drugs and Narcotics, Senator Ibrahim Dankwambo congratulated the agency for its outstanding performance in 2024. “We’re all witnesses to the good work you are doing and we are proud of your performance”, the committee chairman stated, assuring of more support to enable the agency function effectively in the new year.

Edo house wife arrested for allegedly inflicting injury on minor’s private part

A housewife, identified as Mrs Abigail Oluwarotimi has been reportedly arrested by the Uromi Divisional Police for allegedly inflicting injuries on a 15-year-old boy’s private part and other parts of his body.

It was reported that the incident was made public by civil rights activists, led by Enabulele Larry.

Larry, who reported the matter to the divisional police headquarters in Uromi, also posted the information on a press interactive platform being operated by the Public Relations department of the Edo State Police Command.

It was gathered that the suspect committed the offence in Uromi, Esan North East local government of Edo State.

According to Larry’s post, the minor a pupil of Idumeka primary school Igueben, was handed over to the headmistress of the school after she approached the mother, Mrs Blessing Kadir, that she should allow the boy to stay with her.

“The minor’s mother reportedly denied the request but after much pleas from the headmistress who said she had noticed the good quality of the minor, she later agreed to allow him to go with her.

“The headmistress later handed over the minor to her daughter-in-law, Mrs Abigail Oluwarotimi, to stay with them.

“On 9 January, 2025, Mrs Blessing, saw his son in her compound at Idumeka quarters, in Igueben Local Government Area walking abnormally, and upon interrogation, the young boy explained that the Head-teacher later gave him to her son’s wife (Mrs Abigail) who used a hot knife from fire to inflict injuries on his private part”, he said.

Mr. Larry added that the boy explained that Mrs. Abigail deposited some contraceptive substances on his body through his laps.

He explained further that the development, however, prompted the mother to inquire from Abigail why she inflicted injuries on her son and also deposited some contraceptive substances in his private part.

He said Mrs Abigail told the boy’s mother that her son raped her three years old daughter.

The activist also stated that the minor told his mother that Mrs Abigail said the deposited contraceptive family planning cannot be removed from his body unless his mother paid the sum of N100,000.

He said Abigail opined that without the removal of the contraceptive family planning, the victim would not be able to impregnate any woman in life.

Larry posited that the minor was taken to the hospital, where about two contraceptive family planning substances were removed, while the remaining one would involve surgery.

He, however, charged the DPO to transfer the matter to the Headquarters of the Edo State Police Command, Benin City for proper investigation and prosecution.

Efforts to confirm this from the Police Public Relations Officer of the Command, SP Moses Yamu were unsuccessful as
